Parsons was one of the principal founders of both the Jet Propulsion Laboratory (JPL) and Aerojet. He invented the first rocket engine to use a castable, composite rocket propellant, and pioneered the advancement of both liquid-fuel and solid-fuel rockets. Parsons invented the solid JATO fuel, with amide, corn starch, and ammonium nitrate bound together in the JATO unit with glue and blotting paper. This creation was called GALCIT-27. The first JATO was tested using an ERCO Ercoupe plane (of the Engineering and Research Corporation) in July 1941.In 1943, von Kármán, Malina, Parsons, and Forman established the Aerojet Corporation to manufacture JATO rockets. The project took on the name Jet Propulsion Laboratory in November 1943, formally becoming an Army facility operated under contract by the university.
